The purpose of this position is to coordinate the financial reporting requirements and oversee time and effort reporting for the Office of Sponsored Programs.
Reviews daily Letter of Credit (LOC) reports; prepares cash drawdown/LOC request (at least monthly) for sponsored related projects and activities. Reviews proper posting of cash entries by Treasury Services. Prepares corrections and reconciliations of revenue and assists with annual closing process for accounts receivables and deferred revenue.
Prepares periodic (monthly, quarterly, annual and/or final) financial requirements of sponsored projects including financial reports, cost sharing certifications, closeouts and other Ad Hoc reports. Creates invoices and billings for cost-reimbursable, fixed price or any other sponsored related contractual obligation. Follows up with inquiries to sponsor for past due invoices and refers all aged receivables based on established time period to Associate Director for further collection.
Recommends and facilitates implementation of rules and procedure changes as necessary to ensure PVAMU procedures/systems are current and compliant with requirements mandated by external funding agencies. Coordinates with internal/external auditors for the review and backup of grant and financial documentation.
Develops and implements an institution-wide training program on time and effort certifications customized for various user groups (principal investigators, deans, department heads, and budget and payroll personnel); recommends rules and procedures to ensure successful compliance and implementation of Uniform Guidance, 2 CFR, Part 200 in regard to time and effort; maintains an on-going educational program for briefings and updates on time and effort reporting guidelines.
Coordinates with internal/external auditors for the review and backup of grant and financial documentation. Provides oversight of the time and effort activity at PVAMU; serves as the time and effort liaison by working with principal investigators, departmental staff and administrative offices in identifying problems in certification and providing solutions. Performs other duties as deemed necessary by the supervisor.
Required Education and Experience:
Two years of accounting experience in a business office
